All projects are either customer driven (QVPN/Govt builds, IRU Customer builds, Reimbursable Relocations, LCD builds, Access Builds, & Wholesale Customer Builds) or backbone related (backbone relocations, diversity projects, & maintenance). The primary responsibility for this position is to complete all jobs under budget and within the requested timeframe. “Pre-project approved” responsibilities include all oversight of field efforts with regards to conflict determination, scope of work creation, estimate development, and the securing of funding. “Post-project approved” responsibilities include complete management of Engineering/Design, Permitting, Inspection, Construction, Splicing, Documentation, and Budget Analysis. The Main Responsibilities - Direct and lead team of individual contributors who manage the design, development and implementation of all Construction activities within a specific region. - Manage and assure adherence to budgets, project schedules, work plans and performance requirements - Establish, implement, and maintain administrative and technical procedures to ensure projects are completed in an efficient and cost effective manner within allocated budget and accounting guidelines - Exercise financial controls within company financial systems, including review/approval of projects, purchase requisitions and over
